If they don't respond within 14 days, a "dispute" is deemed to have arisen. You must then appoint a surveyor for them so the process can move forward legally.

In most cases, the "Building Owner" (the person doing the work) pays all surveyor fees, including the fees for the neighbor's surveyor.

They cannot stop you from exercising your legal rights under the Act, but they can delay your start date if you haven't served valid notices correctly.
